Call me an optimistic cynic... I'll believe 4 million bbls/day when that number becomes a fact... I'm not saying it's not possible, just saying it's going to take the equivalent of a "Marshall" program to do it in the 4-11 year timeframe they're talking about especially with current production falling so quickly. It will take a huge effort and large sums of money just to stabilize current production -- which should be doable in 4 years. Increasing production beyond that will take significantly more money and effort beyond the initial effort and it will have to be a sustained effort for at least 10 years. Again, I'm sure that it is possible, just not sure it will happen given the history of oil in Mexico.
