To be truthful, I think its a combo of both. The infants are the foot-soldiers and your higher-functioners are the ones pulling the strings. Socialism/Communism was not thought up by idiots. Very smart people do use it as a way to control populations. I do not think Zero is one of the 'cerebrals' however.
