They already make a lot from iPhone users, but would make more with a direct partnership.

Let's examine the feasibility of the business plan you suggest. Google made $10B in 2013 in mobile, including tablets. All told there were over 500 million iPads and iPhones in use by the end of 2013. So that's $20/ iOS user, assuming Google does not make a single penny from an Android user, an assumption that is obviously incorrect. But let that slide for now. So you are saying that if Apple cooperates with Google, rather than competes, this number could increase enough to make Apple's rev share be $50/ user AND be worth Google's time-- this probably needs $100/ user.

Let's mull over these assumptions:
1) Apple + Google working together can increase the ad spend on iOS by a factor of 5.
2) Google currently isn't able to monetize the use of Android AT ALL.

I personally think you are off by an order of magnitude as to the size of Apple's missed opportunity in mobile advertising.
