I hunted for years with a Ruger #1. It is a single shot. Because it is a single shot, it - like handguns - demand that the shooter be proficient. So, you don't even need five shots do you? The trouble with your argument though is that you are putting out there your ideas of what is reasonable and you are deciding what hunters should be allowed. I do think some changes could - should - be made; 5 shot limit and ban on handguns is not even in the ballpark.
