What Deejay was saying referred to the IMF conditions to get the loans. Normally the conditions involve cutting government spending and allowing poorly run businesses and banks to fail. The gov't isn't allowing this to happen as of now. So far they have "privatized" two banks. They need to let the markets move resources from poor managers to those that manage the resources of the country efficiently.

In summary, to get their economy back on track MAJOR REFORMS will have to be undertaken. Until they do this the IMF won't back them and the markets will continue to sell Korean assets. Also, the world economy won't allow Korean firms to borrow at affordable rates since the default risk will be higher.
