That's a reasonable statement, but not a slam dunk certain fact. But what is certain fact is that there was very little in the way of austerity, and even economic theory and data that support the idea of austerity being harmful in such situations, wouldn't support the idea of a very large economic effect from such tiny and short term cuts.
