It certainly is a 'boost' for the hospitals!!!!!!!! (States that haven't expanded - like Georgia - are seeing rural hospitals close down, blaming the cost of carrying for the uninsured, and it is becoming a political issue in the campaigns there.)

And, I don't see how there are 'negative budget effects' considering that it should mostly be a zero sum game... with the hospitals and States and private citizens (through their taxes) ALREADY having to pay for the uninsured's use of emergency hospital care.

So, getting people to insure themselves (even if helped along some by the tax code or direct transfer), since it moves them incrementally AWAY from the most expensive and inefficient form of late-in-the-day emergency care and more in the direction of primary care where medical problems can be 'nipped in the bud' more efficiently and before they become ungodly expensive problems, should bit-by-bit REDUCE our nation's medical costs not increase. And the financial benefit should increase with additional time.

The GAO (in it's latest analysis) comes down clearly on this side, stating that a full REPEAL of 'Obamacare' would INCREASE the federal deficit (between 2015 and 2022) by "$108 Billion".

Obviously much more with further time.
