It certainly is a 'boost' for the hospitals

Yes, they are one of "the others"

And, I don't see how there are 'negative budget effects' considering that it should mostly be a zero sum game... with the hospitals and States and private citizens (through their taxes) ALREADY having to pay for the uninsured's use of emergency hospital care.

The early evidence seems to indicate no decrease in emergency room visits, even an increase. Also the budget I'm talking about was the federal government budget (it will also affect the states).

So, getting people to insure themselves
