The confusion is on the part of the Left who supported the legislation.

You see, blocking MONEY isn't the same thing as blocking BENEFITS.

Because taxpayer dollars do not provide equivalent value in benefits; you might allocate $100 and get $5 or $10 in benefits after it is filtered through a bureaucracy like no other.

Bring forward legislation that provides $30 Billion to be paid to veterans in vouchers that can be spent at health care facilities where $1 of money gets $1 of benefits and I suspect you'll get Republicans to support it but few Democrats.

Because the Left will spend money for a fatter bureaucracy each and every time.
