With all due respect, I've been watching S3 on Level II since it was 7ish. I can see time and sales each day and I've seen more of the larger trades going at the bid, suggesting sells. Second, institutional ownership in S3 has decreased significantly. They are selling to individual investors. Last, institutions can unload in smaller lots, selling 5-10K at a time. If you look back since the negative announcements on restating earnings it seems S3 has been dropping 1/8 here, 3/16 there, etc. If institutions are BUYING, as you suggest, then why has S3 fell under the $5 level. Simple supply and demand would imply that sellers exceed buyers. And institutions often stay away from stocks under $5.
