I don't recall referencing anything related to the VA in my post. You did read it, did you not?

The point I apparently failed to make was that it often takes a long time to accomplish anything in government because so many constraints exist. In order for a law to be passed it has to be approved by both houses of Congress. It then has to be not vetoed by the President. Then it has to pass any court challenges.

A good example would be the affordable care act. That basic idea had been bouncing around Congress for a hundred years before it was passed. Then, because of the compromises made to get it passed it is deeply flawed. I would expect that over the next decade or so revisions will be made as various interest groups weigh in.

Now, criminal activity and incompetence are another matter. There is plenty of that in all levels of government. Before you get too carried away about the feds, you may want to check on your local zoning board and building inspector.
