Yes, $3.29 per quarter is conveniently divisible by 7, so 47 cents per share after the split.

Apple did state that they expect to regularly increase the dividend. They'll put less money into repurchases and more into dividends when they think the stock is more reasonably valued. Tim Cook hasn't stated what he thinks would be a fair value for Apple, so we don't know when they'll make the shift to more dividends/fewer repurchases (if ever).
