Off hand, I can't give you any "evidence" that cutting your revenues without cutting your spending will leave you with deficits.

I can give you anecdotal evidence about the time I lost my job and I still had to pay for rent and utilities and I ran up a pretty sizeable deficit.

Maybe it works different with the government.......
