When he came into office the U.S. was running surpluses.
Wrong. The surplus disappeared along with the dot-com bubble.

Clinton rode the wave of high P/E valuations based on inflated pro forma earnings. While companies like Enron and Worldcon were duping investors, Clinton enjoyed the capital gains taxes that the ones who sold at the right time had to pay.

Bush had to jump-start the messed up economy that Clinton gave him.
