You can get Xcode by joining for free, you only need to pay if you plan to develop and sell your Apps.
Been a member for years never paid a dime yet.
Would pay the fee however if I get the urge to actually create and sell Apps not just play with the tools.

Thanks for that, I found the link and just registered as a developer for free, all they needed was an Apple ID and a couple of check boxes ticked to indicate what I might be doing. But I'm not actually a member, just registered as a developer.

Can download Xcode from the Mac App Store free, it's 2.18GB. I guess anyone can do that without being registered or a member. And they have a free 500 page book on the Swift language on iBooks.

It looks like I need to pay $99 to be a member of the OS X or iOS Developer Programs, however it is free to become a member of the Safari (extensions) Developer Program. Being an official member gives access to additional resources plus uploading apps to the App Stores.

They put the link where you can register as a developer for free on a page where I didn't easily notice it. I can't even find that page anymore, was going to post a link.
