I don't have a dog in this hunt, but as far as the size of these cities, don't forget Fresno: (#3) San Jose (#5) Fresno (#8) Oakland en.wikipedia.org
And the list is not complete. Stockton (#13), San Bernardino (#17) are already bankrupt.
So looking at the top 20, five are TU which is a hell of a lot.

P.S. I was surprised to see that Mission Viejo(#75) is also bankrupt. And they're not exactly heavily dominated by Democrats:
