Liberal democrats aka as the U.S. Government sued the banks to make loans to people with poor credit ratings prior to the financial crisis. Any reasonable person would consider the loans as a write-off. Political damage could be inflicted on the liberal democrats if BofA goes to trial. BofA should not be held responsible for the fraud committed by Countrywide Financial prior to its acquisition by BofA. Extorting BofA is illegal.
The U.S. Government should hold themselves responsible for the losses.

U.S. Government would probably crater the markets if they removed management. The resulting economic damage would be huge.
