Not sure whether he came out and said it, but he definitely claimed (misleadingly) that ER visits were part of the cost problem (when it isn't a material factor) and that the ACA would result in a reduction of ER utilization. Of course, anyone familiar with health policy ought to recognize that ER utilization is a normal part of health care, since most physician's offices are closed 2/3 of the day + weekends, and they routinely refer patients to the ER after hours.

It was just one more component of the massive propaganda campaign waged by the lying Democrats. Which includes Elizabeth Warren's bogus "Harvard Study" claiming medical costs were a major cause of bankruptcy (they aren't), that American health care -- easily the best in the world -- was somehow substandard, and that the ACA would reduce overall costs of the system (and now CBO tells us it is such a mess they cannot even ESTIMATE the cost overruns).

Health care is a serious issue and the ACA has wrecked the system. It will take a few years to become apparent to some, but it is already apparent to most. Which is why people want it repealed.
