The SOFA was entered into with the expectation that (a) it would provide the successor president with prerogative, and (b) it would have to be renegotiated as the deadline approached, specifically by modifying the role of the continued American presence. No one thought for a minute that some idiot would come along and just yank out all of the American troops in a period of three months.

Bla, bla, bla.........it was set up because the US could not win the war. Fuck. Grow up Dave and smell the coffee. Bush/Cheney got this country in a huge mess and they were looking for a graceful way to get out.
