*You're confusing SPENDING with the QUALITY OF EDUCATION. They are two totally different things.* Actually he isn't. When the end justifies the means and your goal is to embezzle tax payer money, the quality of education must be tied to spending. When the embezzled taxpayer money results in falling education quality, run out and demand more money!
