It was 18.0% because of the cancellation of MILLIONS of insurance policies as a direct result of Obamacare.

Surely, you can admit that it is disingenuous to count that peak, CAUSED by the law, in trying to magnify the positive results of the same law.

Trying to discuss this subject with a liberal is like trying to talk about gambling winnings with a compulsive gambler. You remember the wins but totally forget the losses.
