Not necessarily so, the government is free to pay whatever they want in SS benefits...or even none at all if they so desire. It's an old age welfare scheme and insurance plan and you have no claim on it whatsoever. You are ENTITLED to nothing.

Anyway that's what the Supreme Court said in the Nestor case.
