They weren't really weapons any more. Sure, they contained toxic chemicals, but it isn't like things like sarin are difficult to make. There was that Japanese group a few years back that made some and used it in an attack on a.

What they didn't have was a delivery system. They put the sarin in baggies and used ballpoint pens to punch holes in the baggies. It wasn't particularly effective.
