The Bushies used Powell to lend credibility to their lies. Which he quite willing did. Now he claims HE was lied to and manipulated. I believe he's way too smart for that to be the case. He was a willing whore, just as he'd been his entire military career, from when he shot to prominence getting Mi Lai off the front pages.
