No it isn't. The fact that the employees have the low paying job means they receive less government aid. And Walmart isn't forcing either the employees to apply for the aid, or the government to grant it.

For that matter the existence of anti-poverty programs probably increases the minimum amount employees will accept and thus increases wages paid. Its not Walmart mooching off the taxpayer, its a situation that increases Walmart's costs.

Walmart could make life easier for its 1.4 million workers, without diminishing its stock value.

I can't read the link, but all else being equal, higher costs equal lower profits, equal lower share value.
