If that happened then it's probably because those guys in Jordan didn't show their ISIS identity cards.

That certainly didn't happen in Anbar Province during the surge that Bush backed. He REQUIRED that everyone getting training, cash or weapons show their identity cards. That kept all the Al Qeada guys away. Even the Al Qeada guys with Al Qeada learning permits knew that they weren't allowed to ask for training, cash or weapons. That's why there were NO Jihadists in Iraq when Bush was president.
