I wasn't there and you were, so I don't know much about it. But I've always been under the impression it was created under a Republican administration.

At any rate, the entire concept runs counter to what liberals ("hippies") seem to prefer for our federal government (i.e., tax and spend policy of the federal government, versus save and refund for the Fund).

Seems to me like one more example of Koan Hypocrisy.
