Yes, he's been a "damn bit" better, but not ENOUGH better to actually make democracy WORK in Iraq.

He's made the Kurds happy, but the Sunnis feel like they're getting the short end of the stick and that's a problem when all these radical Jihadists are Sunni.

Do you really think Mosul could have fallen so easily to ISIS if MOST of the Sunni population there hadn't really hated Maliki?
