VAT is a very 'European' thing.... (I personally have some problems seeing a multi-level VAT as our main source of federal income. Very complicated, too much paperwork and economically distorting effects, and the States always complain that it would encroach on their taxing turf since they are the ones who rely upon sales tax revenues....)
