Walmarts action in their situation is to employ these people. Its actions reduce the amount that government has to pay.

Who else are they going to employ, dogs? They have to employ people. When they don't pay them a living wage for the benefit of their shareholders, then the citizens of the country have to pick up the balance in their taxes or debt owed. There is no free ride, it's a zero sum game.

This is simple, not rocket science.
