The failure to secure the southern border is also a deliberate attempt to dispel American Sovereignty. People cross with encouragement and no incentive to adapt the mainstream language or culture, then are allowed to install an alternative counter culture within the vanishing borders of America. There can be no doubt at this point that people crossing into the South West intend a culture that is not part of Sovereign America, and the current administration seems ok with that.
