You Said - "Microsoft might now delay its Windows 98 now that the justice department requires the exclusion of Explorer" That ruling didn't make much difference to Microsoft. All it means is they have to make a stripped down or, "brain dead" version of Windows 98 available without IE. but the fully functional version with IE will still be available. So which version will the OEM choose to install in the factory? The cost to them will be the same.
