I really don't know much about the manufacturing process, such as, what if any per-wafer speed distribution there is. The bottom line is you have a handful of possible motherboard settings regardless of the chip's physical capability. I'm not sure what the primary cause of failure is, somebody will help you out on that I'm sure. I can't think of a practical application, but controlling the clock speed smoothly between arbitrary values is certainly possible (I used a variable frequency oscillator for that purpose about 10 years ago on a Zilog Z80).
