It isn't personal responsibility unless he/she is paying for it.

No one has limited access. That's idiotic.

What was limited is the requirement -- which wasn't part of the law in the first place -- that employers pay for it. And even then only when it was in conflict with a very small number of employer's religious views, which obviously is more important than other provisions of the law (i.e., "FIRST Amendment").
