The electronics shouldn't be large. By stacking bare die, everything, including the camera and a linux based machine running opencv could fit in a cube 10mm on a side. Run a fiber optic to the tip of the bullet and everything is in the back. Steering could be done by having a decoupled position at the center of mass. The spinning bullet would be the equivalent of a gyroscope and pressure would be applied to the axis and the bullet is steered by precession.

Heck, the spinning of the bullet could be used to generate electricity to run the thing.

So, maybe half the volume of the bullet?
