Where it can be shown the purpose of the expenditure is to generate a return, the argument MIGHT be made it is an investment. When you're borrowing money and squandering it (see: Obama Stimulus) it is not an investment. It is consumption. When you spend the money on Solyndra, it is wasted consumption (generates no return, economic or otherwise, except for the few beneficiaries of the spending). And building bridges cannot generate a return when you're borrowing money against your kids' futures to do it.

The concept of government spending as investment (e.g., "investment in education") was James Carville's idea. We're not going to spend money anymore, we're going to make investments.

It is Newspeak, just as surely as anything Orwell dreamed up. Bad becomes ungood, and doublethink and crimethink have become prevalent.

Clinton didn't start the concept but he pushed it to new levels.
