All evidence points to them. The Russians really screwed the pooch on this one. Giving the separatists that class of weapon is asking for trouble, with or without IFF. If for no other reason they have no plausible deniability. They can't claim that the separatists bought that weapon, they had to've given it to them. That just isn't something that is readily available on the international arms market. The Russians are showing signs of panic. It looks like they had one of their jets shoot down a Ukrainian fighter. That was monumentally stupid. That is going to mean more isolation and capital fleeing Russia. Putin may dream of recreating the old empire, but that just isn't possible any more.
