Its elimination would create an economic surge that would generate far more than that it other revenue. You would eliminate a substantial layer of bureaucracy, free up foreign money to be repatriated, and encourage business to return to the USA. It is pretty much a no-brainer. The only reason for its existence today is as a punisher for business.
