No. Hamas knows they can't destroy Israel. Or even hurt them in any significant way. They are just cynically using Gaza to keep the Arab money spigot flowing.The Israelis happily comply.

Israel yearns for peace and normalization.

Not true. Yes, the majority of Israelis want that. But there is a very influential minority who have no interest in peace. They were behind the ethnic cleansing of 1948. They want the Palestinians squeezed until they are out of Palestine altogether. They think that if they are brutal enough, the Palestinians will throw up their hands and leave. That almost certainly won't happen. What usually happens is that you get a population that is dedicated to your destruction. History is not on their side. Given the Islamic terrorists a justification for their actions is what happens.
