The federal Fugitive Slave Act overrode free state laws. The federal court decision, Dred Scott, said slave-owners could take slaves into free states and keep them in slavery there (the case involved a doctor who worked for the US Army ... he traveled to posts throughout the US taking his slave, Dred Scott, with him). That decision would have eventually made the entire country into a slave- holding country.
