You're right - they've been planning it for a very long time - as evidenced by the huge number and complexity of the tunnels into Israel and vast store of weapons and rockets in all the UN schools and hospitals. Not to mention the weekly if not daily rocket they send over.

As you say - they have legitimate grievances - but lobbing rockets is not a good negotiation tactic - unless your real goal is war.
