I don't see how they can possibly be so close. Sometimes markets take huge losses. If you brought right after these losses you would buy much cheaper.

OK I think I see. He's assuming at the absolute bottom, his assumption is "within 17% of the market bottom", also he says nothing about selling out at every major market peak (to have more fund to buy back at the bottom).

In other words he's not comparing the fantasy of perfect market timing to buy and hold (or specifically dollar cost averaging in to a position you hold), but rather he's comparing very good to outstanding but not perfect market timing to buy and hold.
