In a past life I worked for a "storage product manufacturer". Returned drives were a major problem over time as they accumulated into what was called "the bone pile". My company did end up selling these into eastern Europe as a way to get rid of them without messing up pricing in the channel.

Iomega seems to be selling refurbished drives without causing too much pain in the channel (any comments Reseller?). Overall I think its a great deal for Iomega since it generates cash. Its also a good deal for consumers. I've bought several SCSI externals and they are as good as new. Work great!
