Typically, the House and the Senate work on a bill together before finalizing it and then putting it up for a vote in both houses before sending it to the president for signature. The Rs didn't do that. They passed a bill and then left. Its the equivalent of the Rs flipping everyone the bird as they go out of town. They have become totally dysfunctional. Incompetent, irrational and dysfunctional. And the only people they are fooling are supporters like you.
