And I pointed out that the ACA did not follow that pattern, that the House and Senate did NOT work together on the ACA before finalizing it and then putting it up for a vote. Apparently, you are unaware of this fact. The Senate would not have passed the law had the House been involved which is the reason Reid illegally applied the "gut and amend" procedure to a revenue bill.
