I've seen several reports and video of them reconsidering that vote. Hamas has done nothing but make the "gulag" as you call it reality. If they would simply stop attacking Israel they could have the blockade lifted by both Israel and Egypt. The majority of the Arab world is for removing Hamas asap. Even after Israel finishes their reduction of Hamas infrastructure it will still be up to the Gazan's to decide their future.
