Except Carter didn't do that either. I don't entirely disagree with your "two year" rule, but it isn't an absolute. Carter didn't create the inflation of his term, that was created by the cumulative money creation of the previous decades combined with the consequences of OPEC raising energy prices. There wasn't a whole lot he could have done that would have staved off that inflation. Other than what Volcker did, and he did appoint Volcker knowing that he was going to do what he did.

You give way too much blame to Carter and way too credit to Reagan. Reagan got the deficit/debt ball rolling in a serious way, the Clinton admin has us in a position to fix it, then Bush admin whacked the budget pinata again and out fell the candy. Obama has been trying to pick it up and take care of it, but it is rough going with all of the RW idiots in Congress and in the private sector. He gets continuous indigestion from trying to eat it all himself.
