You nailed it there, and the answer is "ain't gonna happen"
look at Ferguson Mo. same problem as 50 years ago.

For the Occupy Movement break up they used ordinary
police tactics, for Ferguson it looked more like Baghdad.
The militarization of the police is UFB.and -NFG-
