Yeah. The trucks were loaded on a military base. Which likely didn't have all of the items described on base. So why send empty trucks? One reason could be that they just ran out of time. Because humanitarian aid was not the real reason for it, there was no reason to delay the empty trucks until they were full.

Or maybe they were full of troops who slipped out under the cover of darkness on the various stops.

I lean more to this was to distract from other crossing points than a dash to the Crimea to pick up troops.
