It could be he realizes he won't get eastern Ukraine so he wants to annoy before he capitulates. Whatever it is, its a strange game.

After what Merkel said, it does raise the possibility that he has surrounded himself with yes men and is living in a bubble. And all of them are too afraid to point out reality to him. That often leads to serious failures in judgement.

Another, less frightening possibility is that he spent so much effort in his plan to keep the Ukraine in the Russian sphere of influence that he can't yet admit that the wheels are coming off. From what I can tell, he had several options for a win no matter what happened. Or, to more accurate, for what ever he could foresee as happening. But Eastern Ukraine is not Crimea. The the Ukrainian military was not quite the basket case he thought it was. The yoyos with the Buk didn't help matters. Because that spooked the Europeans into actually doing something.
